On the nights of the 19th and 20th, Wu Donghua and Qin Xi slept on the second floor, worried that the water would rise while they were sleeping. The three of them took turns on duty, staring at the water level.

On the morning of the 21st, Wu Donghua noticed that water began to come up on the second floor, and it rose rapidly. He and his father-in-law and mother-in-law quickly evacuated to the rooftop on the third floor. After about half an hour, the second floor was almost submerged under water. Wu Donghua saw in the news that the water might still rise, and began to call the street and villagers in the same village for rescue.

At 10:20 on June 21, the Yingde Meteorological Observatory issued a red rainstorm warning signal extended to the whole city.
