Deputy Mayor Derna said that the city’s dams have not been maintained for more than 20 years and the infrastructure cannot withstand this flood. The first dam that failed was only 70 meters high. Once the water rushed over the dam, the raging water gathered behind the second dam, eventually causing the dam to burst.
