Hong Kong officials have said they are taking an educational rather than punitive approach initially to enforcing the mandatory use in restaurants of the official Covid-19 risk-exposure app, a universal requirement that took effect on Thursday.⁠

Enforcement officers will take less stringent action in the early days of the new system by issuing advice and warnings instead of imposing penalties, according to Wong.⁠

The official app launched a year ago to help health authorities trace the close contacts of Covid-19 patients. On arriving at venues, users scan QR codes, which log their entry without collecting personal data or tracking movements in real-time.⁠

Customers are now required to use the app at all of Hong Kong’s 16,000 bars and restaurants, as part of the government’s efforts to combat the pandemic and pave the way for resuming quarantine-free travel to mainland China. The government has also mandated the app at entertainment establishments such as party rooms, cinemas, nightclubs, karaoke venues and mahjong parlours.⁠
