Hongkongers may soon need to show proof of vaccination to enter crowded places such as shopping malls and public transport, with authorities weighing the policy change in hopes of boosting the inoculation rate amid a ballooning fifth wave of coronavirus infections.⁠

Chief Executive Carrie Lam Cheng Yuet-ngor set a vaccination target of 90 per cent on Thursday, adding that the government would rebrand its existing vaccine bubble scheme as a “vaccine pass”, while expanding it to cover more premises. She also said authorities would need to be “decisive and determined” in pushing more people to get inoculated.⁠

Similar schemes have been adopted in some Western countries, though in New Zealand, for instance, a vaccine pass is not required for public transport, which is often needed to access basic necessities such as food and health care. In France, proof of vaccination is necessary to take long-distance modes of transport, such as planes, trains and buses.⁠

Noting the city’s fifth wave of infections shows no signs of abating, health experts are now saying a high vaccination rate is a prerequisite for pivoting away from the city’s strict “zero-Covid” strategy to one of living with the virus.⁠
