How to ensure the supply of daily necessities in areas affected by low temperature, rain, snow and freezing disasters?Ministry of Commerce’s response

Prepare for unexpected weather conditions

Sheng Qiuping said that the Spring Festival holiday in 2024 will be longer than in previous years, and the number of trips is expected to hit a new high. Coupled with the recent widespread rain and snow across the country, it is very important to ensure the supply of daily necessities.

The first is to strengthen the organization of supply sources and enrich holiday supplies. According to the consumption characteristics of the Spring Festival, increase the holiday supply of vegetables, fruits, meat, aquatic products and other commodities, and carry out convenient services such as “order online and pick up in store”. Major wholesale markets such as Shanghai Jiangqiao Wholesale Market, Shangnongpi, and Jiangyang Aquatic Products are not closed during the holidays. More than 700 stores of 18 major supermarket chains in Beijing will operate normally during the Spring Festival. Guangzhou has guided key supply companies to increase inventory by 2-3 times the usual amount of some hot-selling products. The Taiyuan Hexi Agricultural and Sideline Products Wholesale Market organized more than 1,000 merchants to purchase supplies across the country and reserved more than 20,000 tons of vegetables and fruits before the festival.

The second is to deal with abnormal weather and take precautions. Recently, the Ministry of Commerce organized special dispatch meetings in key areas; strengthened coordination with meteorological, transportation and other departments to make response preparations in advance; sorted out the reserve status of central and local governments in relevant areas and put them on the market at any time. Chongqing and Jinan carried out drills to respond to low-temperature rain, snow and freezing disasters, simulating freezing disaster scenarios during the Spring Festival, opening green channels for daily necessities, and organizing the allocation of supplies across districts and counties. In response to the impact of rain and snow, Hunan has guided large supermarkets to open online sales channels and provide “home delivery” services without leaving home. Shandong, Henan, Shaanxi, Gansu, Ningxia and other places will release about 3,100 tons of reserved meat, 70,000 tons of vegetables, and 500 tons of eggs before and after the Spring Festival to increase supply to the holiday market.

The third is to pay attention to the earthquake-stricken areas to ensure a peaceful holiday. The living conditions of people in earthquake-stricken areas have always been the focus of attention. The Ministry of Commerce guided the commerce departments in the earthquake-stricken areas of Gansu and Xinjiang to organize the transportation of daily necessities, promote business entities to resume business as soon as possible, and ensure the basic living needs of resettled residents. Sort out the central reserve of frozen beef and mutton, tea for border sales and other stocks around the disaster area, and release them as needed at any time. According to the schedule, 33 convenience supermarkets have been opened in the resettlement sites in the Jishishan earthquake-stricken area of Gansu Province. Market operators in Wushi County and Aheqi County in Xinjiang have gradually resumed business. The local commercial authorities have organized supplies of holiday food and ethnic specialty commodities to improve the lives of people in the disaster-stricken area. The supply of necessities is guaranteed.

Improve the three networks of “monitoring, dispatching and reserve”

The emergency supply of daily necessities is related to the basic living needs of the people. Xu Xingfeng, director of the Department of Market Operation and Consumption Promotion of the Ministry of Commerce, said at the meeting that in the next step, the Ministry of Commerce will focus on key varieties such as grains, oils, meat, eggs, milk, fruits and vegetables, take a long-term view, and continuously improve the three networks of “monitoring, dispatching, and reserve”.
