According to the Huangpu District Procuratorate, in mid-July 2022, Aunt Hua’s son participated in the sports individual examination held at a certain examination center in Shanghai. After the exam, Aunt Hua asked about her son’s exam situation. During the communication process with her son, she discovered that during the exam, some candidates had an actual score of “1” in the “passing accuracy” sub-item, but the final score was ” 4”, there are inconsistencies in scores. Therefore, she believed that there was organized cheating in the exam, so she reported the case to the police for help. After police investigation, it was believed that the supervisor Ge Moumou, who was taking the exam on the spot, was suspected of committing a major crime, and he was arrested and brought to justice.

After investigation, Ge Moumou was the director of the office of a college in Shanghai. In March 2022, Wu Moumou got acquainted with Ge Moumou after being introduced by others. In June of the same year, Wu Moumou heard that the physical education examination was postponed due to the epidemic and was scheduled to be held at the school where Ge Moumou worked. Knowing that his child might not be able to get into the school of his choice based on his child’s grades, Wu Moumou asked Ge Moumou to meet. In the hope that he could help establish connections during the exam, Ge agreed and charged a “management fee” of 10,000 yuan.

In this examination, Ge Moumou was arranged to be the supervisor of the examination room. On the day of the exam, when Wu Moumou’s son took the “pass accuracy” sub-item test, he actually scored only one goal. After seeing the results, Ge Moumou instructed his colleagues to change his score to “4”. The fourth “competition” sub-item is scored by on-site referees. Ge Moumou “greeted” several referees before the exam, hoping to “take care of” when scoring Wu Moumou’s son. Wu Moumou’s son finally achieved better scores and ranked among the top in sports specialties.

After the exam, Wu Moumou gave Ge Moumou 40,000 yuan in cash, a carton of cigarettes and two boxes of tea in order to thank Ge Moumou for his “assistance” in the exam. Soon after, Ge learned that the public security organ and the school’s Discipline Inspection Commission were investigating cheating in related exams. Worried about being investigated, Ge hurriedly contacted Wu and refunded a total of 50,000 yuan collected before and after, and proposed that both parties delete contact with each other. Way.

“Because I was entrusted by a friend, I thought I would help as much as I could.” Ge confessed after arriving at the case, “I also received money at the same time.” After review, the Huangpu District Procuratorate believed that Ge was a national official. Not only did they take advantage of their positions to illegally accept property from others, but they also organized cheating in national examinations stipulated by law. Their behavior constituted the crime of accepting bribes and organizing cheating, and should be punished for several crimes.

On April 17, 2023, the Shanghai Huangpu Court sentenced Ge to three years’ imprisonment and a fine of RMB 20,000 for cheating in an organized examination, and nine months’ imprisonment and a fine of RMB 10 for accepting bribes. He was sentenced to three years and three months in prison and fined 120,000 yuan. After the first instance verdict, Ge Moumou appealed. The court of second instance ruled on July 10, 2023 to reject the appeal and uphold the original judgment. On the other hand, Wu Moumou was also sentenced to one year in prison, suspended for one year, and fined by the court for bribery.

Prosecutors stated that the “Sports Individual Recruitment” examination is a special examination for college admissions and is part of the admissions process of ordinary colleges and universities. Only by ensuring the fairness and impartiality of the examination can high-level competitive talents with “both physical and academic excellence” be selected. Ge Moumou broke the law because of his own thoughts, which affected the seriousness and fairness of the national examination.
