The above is the information that I need to actively report to you. Below I am willing to answer the questions raised by the reporters. Please ask questions below.
Sansha Satellite TV reporter: The Boao Forum for Asia 2019 will be held in Boao, Hainan from March 26th to 29th this year. During the annual meeting, the issue of “Belt and Road” will be set up separately. In addition, the second “Belt and Road” international cooperation summit forum will be held in Beijing in April this year. May I ask the spokesperson what highlights of the Ministry of Commerce will be worthy of attention in promoting the “Belt and Road Initiative” this year?
Gao Feng: I have just introduced the economic and trade cooperation between the countries along the “Belt and Road” in 2018. In 2019, we will continue to work with relevant countries to promote the "One Belt, One Road" to achieve new progress.
First, China will further open up the market and let the “One Belt, One Road” countries share China's opportunities. At the same time, we will also promote mutual opening up among the “Belt and Road” countries to jointly build an open world economy and achieve common development. The second is to further promote trade and investment liberalization and facilitation. By signing high-standard free trade agreements and developing cross-border e-commerce with interested countries and regions, we will jointly promote the convergence of high-standard trade and investment rules of relevant countries, promote the development of new modes of new business, and promote the “Belt and Road” trade. Investment liberalization and facilitation. The third is to build more trade cooperation platforms. We will give full play to the important platform role of China International Import Expo in building the “Belt and Road” initiative. The first import fair has more than 1,000 exhibitors from 58 “Belt and Road” countries, accounting for nearly one-third of the total number of exhibitors. This year's second import fair will invite more companies from the “Belt and Road” countries to participate. At the same time, we will also work together with relevant countries to build a “One Belt, One Road” economic and trade cooperation and exchange platform with clear theme, different emphasis and outstanding characteristics.
In short, we will work together with the countries involved in the “Belt and Road” to continuously deepen economic and trade cooperation and promote the development of “One Belt, One Road” to high quality. Thank you.
CGTN China International TV reporter: Recently, I have seen reports that due to the slow progress of China-US economic and trade consultations, the US side canceled the talks between the two deputy ministers who were scheduled to be held in Washington this week. Is this news true? What is China's comment on this?
Peak: Reports on the US cancellation of economic and trade consultations with China are not true. In fact, the economic and trade teams of both sides have maintained close communication and contact. At the invitation of US Treasury Secretary Mnuchin and trade representative Wright Heze, Vice Premier Liu He will visit the United States from January 30 to 31 to hold high-level consultations on China-US economic and trade issues and jointly promote the implementation of the important consensus of the two heads of state. At present, the two sides are stepping up their close communication on consultation arrangements. Thank you.
Caixin reporter: For the new round of vice-ministerial Sino-US trade consultation, do you have any relevant issues to disclose?
Peak: In early January, the two sides exchanged information in full consultations in Beijing. On this basis, in the forthcoming high-level consultations on China-US economic and trade issues, the two sides will continue to conduct in-depth consultations on various economic and trade issues of mutual concern in accordance with the spirit of the important consensus of the two heads of state. Thank you.
First Financial Daily reporter: The head of the cooperation department of the Ministry of Commerce recently said that the cooperation between China and other countries in 2018 is advancing. China and other companies from the UK, Germany, France, Singapore and other countries are cooperating in Asia and Africa. France and China and Germany also seem to be accelerating cooperation in third-party markets. Can you tell us more about the relevant cooperation that has already been reached, and the specific projects that will be carried out in 2019 with the above countries. In addition, what is the current implementation of the 52 Sino-Japanese third-party market cooperation contracts announced on October 26 last year? Which country's projects related to the above-mentioned countries are advancing faster?
Peak: Third-party market cooperation is a pragmatic move by China to work with relevant countries to bring into play their respective corporate advantages and achieve mutual benefit and win-win. It is also a joint effort to promote economic globalization and build an open world economy. At present, the third-party market cooperation between China and relevant countries is progressing steadily and orderly.
Last year, we signed relevant documents with the Netherlands, Belgium, Spain, Japan and other countries to strengthen cooperation in third-party markets. After the first Sino-Japanese third-party cooperation forum, the two sides actively implemented relevant results, supported the enterprises of the two countries to strengthen communication with third parties, and jointly carried out pragmatic cooperation, and made certain progress in the fields of energy, petrochemicals and electric vehicles.
In 2019, we will continue to strengthen the policy docking at the government level in accordance with the principles of “government guidance, corporate entities, market operations, and international practices”, build a platform for cooperation, promote relevant enterprises to deepen pragmatic cooperation, and jointly promote third parties with relevant countries. Market cooperation projects have taken root and blossomed to promote the development of the host economy and benefit the local people. Thank you.
China News Service reporter: We have noticed that the EU recently announced an arbitration decision on the "double-reverse" investigation of China's electric bicycles. The arbitration mentioned anti-dumping and countervailing duty rates of 18.8% to 79.3% for Chinese electric bicycles. How does China respond to this? comment?
Gao Feng: The Chinese side noted that the European Commission, in disregard of the opposition of the relevant industry, is determined to implement the "double opposition" measures for Chinese electric bicycles. We are highly concerned about the European investigation and the consistency of the final ruling with WTO rules. The European side still uses the "substitute country" approach in the anti-dumping case of this case, which clearly violates the international obligations stipulated by China's accession to Article 15 of the WTO Protocol. We firmly oppose this.
China's electric bicycle industry is a completely market-oriented and fully competitive industry. The Chinese and European industries have extensive cooperation in electric bicycle technology solutions and supporting supply chains. The European ruling does not accurately reflect the market conditions of China's electric bicycle industry, and it also clearly violates the relevant rules of the WTO. China will take necessary measures to resolutely safeguard the legitimate rights and interests of Chinese enterprises. Thank you.
Reporter of Beijing TV Financial Channel: As the Spring Festival approaches, fresh agricultural products such as vegetables will enter the peak period of procurement. What measures does the Ministry of Commerce have to guarantee the market supply before the holiday? What are the characteristics of pre-holiday market consumption this year?
Peak: In order to enrich the “vegetable basket” of the people during the Spring Festival, we will make the table consumption more reassuring and comfortable. We will strengthen the monitoring of fresh agricultural products such as vegetables and focus on “three guarantees”:
First, the supply is sufficient and the price is stable. Strengthen the connection between production and sales, broaden the supply channels, and timely release the reserve commodities. At present, the country has established 29 kinds of food necessities reserve systems such as grain, oil, meat and sugar. The 17 provinces (autonomous regions and municipalities) in the north such as Beijing, Inner Mongolia and Xinjiang have established winter and spring vegetable reserves to guarantee 7-day vegetable consumption. the amount. Not long ago, we organized the distribution of 9,600 tons of pork in the central government with relevant departments, which further increased the market supply. Meat dishes are also being distributed in various places according to the local market conditions.
The second is to ensure consumer safety and quality. At present, we have built a meat and vegetable circulation traceability system in 58 large and medium-sized cities across the country. According to statistics, there are 86,000 enterprises and 524,000 merchants in the country participating in the construction of the traceability system, covering pigs, beef, chicken and chicken, more than 500 kinds of vegetables and some fruits and aquatic products. The construction of the meat dish circulation traceability system has opened up the traceability chain of meat dishes from the field to the table, which is conducive to ensuring the safety of the supply of meat dishes and making the people more comfortable to consume.
The third is to ensure emergency response and respond quickly. We have launched the pork market monitoring daily report system. During the Spring Festival, we will also launch the daily necessities market monitoring daily report system. Once the sales and sales are interrupted and the price fluctuates greatly, we will respond to the first time, organize emergency dispatch and delivery, and ensure the holiday market. Smooth operation.
At present, from the perspective of market monitoring, the consumer market for holiday necessities throughout the country is generally stable and orderly. First, the supply is sufficient and the variety is complete. Second, the price is stable. According to our monitoring, the price of edible agricultural products in the country last week (14th to 20th) increased slightly by 1% compared with the previous week. Third, the sales were prosperous. Last week, the Ministry of Commerce focused. The sales of monitored retail enterprises increased by 20% compared with the previous week, among which tobacco, alcohol, clothing and food increased by 34.2%, 22.6% and 19.4% respectively. Thank you.
Daily Economic News Reporter: In 2018, the total retail sales of consumer goods in the country exceeded 38 trillion yuan, a record high, but the growth rate slowed down, showing the first single digit growth since 2004. The reason behind this high and low is What? In addition, how does the Ministry of Commerce evaluate the consumption trends of China in 2019?
Peak: China's consumer market is generally stable in 2018, and consumption has become the first driving force for economic growth for the fifth consecutive year. At the same time, the momentum of consumption upgrading has not diminished. The Engel coefficient of the national residents is 28.4%, which is 0.9 percentage points lower than that of the previous year. Among the per capita consumption expenditure of residents, the proportion of service consumption has reached 44.2%, an increase of 1.6 percentage points over the previous year.
At the same time, due to the influence of various factors at home and abroad, China's consumption growth rate has slowed down in 2018. We believe that it can be analyzed from the following perspectives:
First of all, China's consumer market has experienced rapid growth for more than 30 years, and has entered a new stage of steadily expanding consumption, increasing consumer demand and increasing consumption structure. This change is in line with the objective laws of economic and social development, and also meets the stage characteristics of the development of the consumer market.
Secondly, the growth rate of 9% is still in the forefront of the world's major economies, and it is achieved above the high base of more than 30 trillion. At this rate, the annual increase is 20 years higher than 10 years ago. The % increment is even larger.
Third, according to the current statistical methods, the total retail sales of consumer goods mainly reflects the consumption of goods. At present, China's service consumption has grown rapidly. For example, domestic tourism revenue and tourist growth rate have exceeded 10%. The revenue of the movie box office exceeded 60 billion yuan for the first time, with a growth rate of nearly 10%. These are not included in the statistics on the total retail sales of consumer goods.
Although China's consumption growth in 2019 has withstood certain pressures, consumer development still has many favorable conditions. With the continuous improvement of the level of urbanization, the effect of promoting consumption policies has gradually emerged, the emerging consumer groups have grown rapidly, and new development momentum has emerged. We believe that the fundamentals of the steady development of China's consumer market will not change, and the trend of consumption upgrading will not change. The momentum of continued release of consumption potential will not change. Thank you.
Ta Kung Pao Reporter: What measures does the Ministry of Commerce have during the Spring Festival to ensure food safety for Hong Kong?
Peak: The central government attaches great importance to the work related to agricultural products in Hong Kong and Macao. All along, the Mainland has maintained a stable supply of agricultural and sideline products to Hong Kong and Macao, which has guaranteed the needs of Hong Kong and Macao residents. At present, the Ministry of Commerce has made arrangements for the supply of agricultural and sideline products in Hong Kong and Macao during the Spring Festival of 2019, and will continue to ensure stability, quality and safety.
Before the Spring Festival, we will send a working group with relevant units to make a special trip to Hong Kong and Macao to conduct work, communicate with relevant departments and industries of the SAR Government, and arrange the supply of agricultural and sideline products in wholesale markets and markets. At the same time, we also proposed five measures for guarantees to the competent commercial departments and agencies of the relevant provinces and cities, including strict prevention of African swine fever, active organization of supply, initiation of emergency plans, timely adjustment of arrangements, strengthening of communication and coordination, and request for relevant units. We will do our best to make relevant work arrangements to ensure the safe and stable supply of agricultural and sideline products to Hong Kong and Macao during the Spring Festival.
It is understood that the current supply of agricultural and sideline products such as live livestock and poultry for Hong Kong and Macao is sufficient to meet the needs of the Hong Kong and Macao markets. At the same time, in order to cope with the possible impact of sudden and severe weather, the Ministry of Commerce has used Guangdong and Jiangxi as “reservoirs” for agricultural and sideline products for Hong Kong and Macao. Once there is an emergency, it will give full play to the role of emergency support. Thank you.
First Financial TV reporter: In 2018, the total trade volume exceeded 30 trillion yuan for the first time, a record high, and what are the new characteristics of the trade structure? In addition, the Ministry of Commerce mentioned that foreign trade should be stabilized and upgraded.
Peak: In 2018, China's foreign trade structure was further optimized, mainly showing the following new features: First, the international market structure is more diversified. The proportion of trade with emerging markets has further increased to 57.7%, and the dependence on traditional markets has decreased. Second, the export commodity structure is upgraded. The proportion of exports of mechanical and electrical products increased to 58.7%, among which the export of high-tech and high-value-added products increased significantly, and the export of traditional labor-intensive products was accelerated. Third, the import of consumer goods has grown significantly. In the first 11 months of 2018, China's imports of consumer goods reached nearly 1.1 trillion yuan, a year-on-year increase of 12%. Imports of products closely related to people's lives grew rapidly. For example, food, tobacco and alcohol products increased by 19.9%, clothing and footwear products increased by 17.7%, and cosmetics increased by 66.9%. Fourth, private enterprises continue to exert their strength. In the structure of the export business entity, the proportion of private enterprises' exports increased to 48%, and the main force played a role.
In 2019, China's foreign trade should be stabilized and upgraded, mainly from the expansion of quantity to the direction of quality improvement. The space for upgrading can be viewed from several aspects: First, from the perspective of export, with the development of China's scientific and technological innovation, China's export commodities, including labor-intensive products and mechanical and electrical products, in terms of quality, technology content, brand, marketing, etc. There is room for further improvement. Second, from the perspective of imports, with the release of the domestic market potential, especially the market for high-quality consumer goods is still growing. Third, from the perspective of the international market, the space for diversification is still broad. With the steady advancement of the “Belt and Road” construction, the space for emerging market development has become increasingly prominent, and the ability of enterprises to withstand market fluctuation risks has been further enhanced. Fourth, from the perspective of industrial chain development, more and more Chinese companies are moving towards the high-end of the international industrial chain. Fifth, from the perspective of the main structure of the business, the vitality of private enterprises will be further stimulated, further demonstrating the role of the main force of foreign trade.
Therefore, from a general perspective, China's foreign trade has a huge space for upgrading and has broad prospects. Thank you.
