The U.S. Environmental Protection Agency on Thursday has proposed the country’s first rule to limit greenhouse pollution from coal- and gas-fired power plants, aiming to effectively eliminate carbon dioxide emissions from the electricity sector by 2040.

The rule could require power plants to use a new technology to capture smokestack emissions. Coal plants would have to reduce or capture nearly all their carbon dioxide emissions by 2038, or be forced to close.

Industry groups and Republican-leaning states are expected to challenge the rule. They warn of a potential reliability crisis in the U.S. electric grid.
