According to the WeChat public account of the State Administration of Cultural Heritage, in order to ensure the safety of cultural relics during the Spring Festival, in January 2019, the State Administration of Cultural Heritage sent two working groups to Yunnan, Anhui, Hunan, and Jiangxi, and the provincial cultural relics administrative department. Randomized investigations and unannounced visits were carried out on cultural relics, fire hazards, safety management problems and illegal construction behaviors in museum units. A total of 30 cultural relics and museum units were randomly selected to find more than 100 hidden dangers and problems in cultural relics.

On February 1, the State Administration of Cultural Heritage held a press conference. Song Xinchao, deputy director of the State Administration of Cultural Heritage, and relevant responsible comrades of the Inspectorate informed the media about the 2018 cultural relics fire safety work and the unannounced visits organized before the Spring Festival.

The meeting introduced that the National Cultural Relics Bureau of 2018 focused on the following work in the field of cultural relics fire safety. First, the Cultural Relics Bureau, together with the Emergency Management Department and the Ministry of Culture and Tourism, held a video conference on the fire safety inspection of museums and cultural relics. From September to December, the fire safety inspection of museums and cultural relics was jointly deployed, and 18 working groups were organized. , carry out two rounds of supervision and research guidance. The inspections have achieved remarkable results. A total of 71,389 museums and cultural relics construction units have been inspected, and 81,226 fire hazards and problems have been discovered. 73,811 rectifications have been completed, which has greatly enhanced fire prevention and control capabilities and safety management.

The second is to vigorously promote the cultural relics safety project. In 2018, 659 safety protection projects for key cultural relics protection units nationwide will be arranged, and the special funds invested by the central government will be about 1.3 billion yuan. Among them, 282 fire protection projects, dedicated funds of about 700 million yuan, and constantly improve the fire safety facilities and equipment of cultural relics construction.

The third is to promote the development and application of special equipment for fire safety construction of cultural relics. The State Administration of Cultural Heritage, together with the Ministry of Industry and Information Technology and the Ministry of Science and Technology, jointly issued the Outline of the Development of Cultural Relics Protection Equipment (2018-2025), which will provide early warning and fire prevention for cultural relics. Advanced and applicable technology research, listed as the key content of equipment research and development applications.

The meeting notified the fire accidents of the National Cultural Relics Museum in 2018. In 2018, the State Administration of Cultural Heritage received a total of 12 fire accidents involving cultural relics, including 3 national key cultural relics protection units, 1 provincial cultural relics protection unit, and 3 municipal and county-level cultural relics protection units, which have not yet been approved for cultural relics protection. 5 units of immovable cultural relics of the unit.

Overall, the number of cultural relics accidents in 2018 decreased compared with 2017. Among them, the number of fire accidents in national insurance units decreased by 50%, and fire damages were also reduced. The fire safety accidents of the 3 national security units were all below 60 square meters, and the cultural relics construction was not seriously damaged. The fire safety situation of cultural relics throughout the year was relatively stable.

In order to further strengthen the safety of cultural relics, find out the situation, urge localities to strengthen the rectification of fire hazards and ensure the safety of cultural relics during the Spring Festival. In January 2019, the State Administration of Cultural Heritage sent two working groups to Yunnan, Anhui, Hunan, and Jiangxi. The provincial-level cultural relics administrative department conducted random investigations and unannounced visits on some key cultural relics, fire hazards, safety management problems and illegal construction behaviors of museum units. A total of 30 cultural relics and museum units were randomly selected to find more than 100 hidden dangers and problems in cultural relics. Mainly manifested in the following five aspects:

1. Electrical fire hazards are prominent. Light fixtures and lines are laid directly on the wooden components of the cultural relics building, high-power appliances are used in the cultural relics units, and even multiple electric bicycles are charged in the ancient building units.

2. Fire facilities and equipment are not perfect. Fire-fighting facilities equipment testing and maintenance are not in place, fire hydrant boxes and fire hoses are mildewed; fire extinguishers are inadequately configured, or aging is out of date, and pressure loss is invalid.

3. Use an open flame to burn incense, burn candle, burn paper, and use oil for gas. In some places of religious activities that use cultural relics, large-scale incense burners are set up to burn incense and burnt paper; burning incense burning parts, no special care, no effective fire-fighting measures; some even when holding religious activities in ancient buildings, open fire burning incense paper; There are kitchen stoves in the ancient buildings, and oil and gas are used.

4. The safety management of the construction site is confusing. In the construction of cultural relics, there is a lack of fire safety measures; the construction site is chaotic, flammable, combustible materials are piled up, and construction workers smoke on site.

5. Daily safety management is lax. The security personnel are insufficient, and even the individual units have not seen the security personnel; the inspection value is not in place, and some unit security personnel have insufficient emergency response capacity; private construction in the cultural relics unit, random piles of flammable and combustible materials, staff and tourists in the cultural protection unit Free smoking, etc.

At the same time, some suspected illegal construction activities were also found in the dark investigation. Some management and use units have a weak sense of legal protection of cultural relics. Without the approval of the law, they will carry out the renovation of cultural relics without authorization, or in the scope of protection and construction control of cultural protection units, illegally implement construction behavior and destroy the ontology and historical features of cultural relics.

For the hidden dangers, management problems and illegal construction activities found in the dark investigation, the State Administration of Cultural Heritage will carry out key supervisions, urge localities to increase the intensity of rectification; and verify and investigate the suspected illegal construction activities one by one. At the same time, we will continue to strengthen law enforcement inspections and security inspections.

It is now in the winter season, the dry days are dry, the production and life use fire, and the electricity consumption has increased dramatically. At the same time, the Spring Festival holiday is about to usher, the traffic volume of museums and cultural relics protection units will increase, the incentives for various types of fires will increase, and the pressure of prevention and control will increase. It can be seen from the recent fire accidents such as the Mianyang Jiangyou Yunyan Temple in Sichuan and the Jianye Buyu Bridge in Fujian Province that the current situation of fire safety in cultural relics is still very serious.

Cultural relics are no small matter. The State Administration of Cultural Heritage hopes that all localities should take the fire safety work of cultural relics as the top priority, implement the main responsibility, strengthen supervision and inspection, and pay close attention to the rectification of hidden dangers. The cultural relics department should actively coordinate with the fire, religion, tourism and other departments, comprehensively implement policies, and resolutely prevent Cultural relics fire accidents occurred.
