Due to human errors in technology supplier Encelson (NCS), the three-year lock-up period measures originally scheduled to be announced in March were leaked early. The supplier has taken remedial measures to avoid repeated crimes. The Land Transportation Administration also temporarily decided to advance the new measures to February 19.

Dr. Xu Lianshu, the Ministry of Sustainable Development and Environment and Senior Minister of Administration of the Ministry of Transport, revealed more details about the early leak of information in his response to a verbal question from non-constituency MP and former Party Secretary General Pan Qunqin on Monday (March 3).

The Land Transportation Bureau announced on the morning of February 19 that all newly registered or converted commercial private car catchers that provide delivery services, as well as private car catchers that are converted from individuals to enterprises, must follow a mandatory “lock-up period” of three years and are not allowed to be converted into private cars or sold to individuals.

Xu Lianzhuo said that the Land Transportation Bureau originally planned to make the above announcement when the Congressional Appropriations Committee debated the Ministry of Transportation's expenditure budget in March, but due to the unintentional mistake of the NCS, it had to announce it in advance.

She said that when the Ministry of Transport and the Land Transportation Bureau discovered on February 18 that the relevant information had been leaked to some system users in advance, they decided to announce it the next morning.
