Private car hiking can transport passengers at the nine most commonly used taxi pickup points in the central commercial district in the future. The government will also fund the business to develop solutions that are more convenient for the elderly and other groups to use car hiking applications.

Dr. Xu Lian-shou, the Ministry of Sustainable Development and Environment and Senior Minister of Transportation, said Wednesday (March 5) when debating the Ministry of Transportation's expenditure budget at the Congressional Appropriations Committee that with feedback from private car-hailing drivers and passengers, the nine taxi stops in the central business district will be changed to “point-to-point pick-hailing stops” (P2P stops) for taxi and private car-hailing.

This includes the E19 outside OUE Downtown, Shandon Avenue, and the E13 Dus pickup point outside Straits Trading Building. Other locations and implementation dates are announced.

When asked, the Land Transportation Administration said that after the pickup point is converted, corresponding signs and road markings will be set up, which are clearly only for taxi and private car callers, and waiting is not allowed. Authorities will take enforcement actions against drivers who violate the rules.

Xu Lianchun said that this will bring more safer and more convenient point-to-point services to passengers. The government will also pay attention to the impact of the conversion of the taxi pick-up point on road traffic and use, and then decide whether to expand it to other taxi pick-up points.

During the review of the point-to-point passenger service structure and regulatory framework for taxi and private car hikes, a survey commissioned by the Land Transportation Bureau showed that the most common challenge for older people is how to operate car hike applications, such as not being able to preset routes or finding the right ride location.

To this end, Xu Lianzhuo said that the government intends to cooperate with the industry so that groups such as older people who are not very accustomed to mobile applications can operate their car-hailing applications more easily.

The government will invite operators to submit relevant proposals and provide up to 50% of the allowance for the development of feasible solutions through the newly launched P2P Inclusion Co-funding Grant, with a maximum limit of 500,000 yuan.

These solutions can be to develop applications individually for older people, or to improve existing application functions based on the pain points they face. The application is expected to open in the fourth quarter of this year and is planned to be implemented until 2028.
