my country will open the application for the Overseas Networks & Expertise Pass (ONE Pass for short) on January 1, 2023; this pass is not limited to the quota or nationality and is valid for up to five years. The application conditions are that the monthly salary of the past year must be at least 30,000 yuan, or you can earn the same monthly salary after coming to the local area. Applicants must also prove that they are working in a company with a market value of more than $500 million or annual revenue exceeding $200 million. However, those who have outstanding achievements in the fields of culture, arts, sports, academics and research can be exempted from a monthly salary of 30,000 yuan.
The monthly entry threshold for Employment Pass was just raised from 5,000 yuan to 5,600 yuan on January 1. The monthly entry threshold for employment permit holders engaged in the financial industry is higher, at 6,200 yuan. Chen Shilong said the government will not adjust the entry thresholds for these months this year.
The Chinese government sets the monthly entry threshold for employment permit holders to the income level of the highest monthly salary of one-third of local white-collar workers, including the provident fund paid.

COMPASS reduces business dependence on foreign employees
Chen Shilong also revealed that 30% of employment permit holders have passed the review of the Complementarity Assessment Framework (COMPASS).
The Chinese government implemented COMPASS a year and a half ago, and calculated scores based on the degree of enterprise diversity and applicants' qualifications to decide whether to approve their new application or require a new employment permit.
Chen Shilong said that since the launch of COMPASS, the proportion of enterprises with high dependence on foreigners of a single nationality has decreased by 7%, while the proportion of enterprises with high dependence on foreign employees has decreased by 15%. These companies also create more than 4,000 white-collar jobs for locals.
Raise the monthly entry threshold for S licenses and set aside foreign workers' tax plans as planned
As for the lower-level S pass, the government will raise the monthly entry threshold in three steps starting from 2022 according to the original plan. The last step of adjustment implemented this year will raise the income threshold from 3,150 yuan to 3,300 yuan, and the S license holders in the financial industry will increase the income threshold from 3,650 yuan to 3,800 yuan.
Starting from September 1 this year, the foreign labor tax for all S pass holders will also be uniformly allocated to RMB 650.
