All homeowners will receive keys for the last two pre-purchase HDB projects delayed due to the coronavirus pandemic. As the construction progress returns to normal, the HDB flat projects under construction are expected to be completed as scheduled, and some can even be completed three to six months earlier.

Among them, Toa Payoh Ridge, located in Toa Payoh, is expected to be completed in the second quarter of this year three months ahead of schedule, becoming the first project to be completed earlier than the expected completion date since the epidemic in 2020.

The second phase of the Punggol Point Cove on Punggol Coast, which was delayed by the epidemic, and Kempas Residences in the Wenqing area were officially completed in January this year. The Housing and Construction Bureau issued a statement on Saturday (March 8) saying that all 1,651 home buyers of the two projects have been invited to collect the keys for the new home.

To date, 975 households in the Punggol project received keys, accounting for about 88% of the 1,102 booking units; 375 households in the Wenqing project received keys, accounting for about 68% of the 549 booking units. The rest of the families will receive the keys at the end of this month.

The epidemic has impacted construction progress, material supply and manpower, resulting in delays in almost 92 pre-purchase HDB flat projects in almost all constructions, with the only exception being Keat Hong Verge in Choa Chu Kang.

Of these projects, 27 (about 30%) delayed one to six months; 62 (about 68%) delayed seven to 12 months. The longest delayed projects of Sengkang Anchorvale Village and Punggol Waterway Sunrise II were completed even after the original delivery date. The Housing Construction Bureau compensated more than 1,000 homeowners about RMB 5.5 million.

Now, all 75,800 units of these 92 projects have been completed, and 71,417 home buyers have collected keys and moved in one after another, accounting for 99% of the 72,101 booking units.

The Housing Bureau said that among all delayed projects assessed by the Singapore Construction Quality Assessment System (CONQUAS) from FY2020 to FY2023, the Housing Bureau received an average of 95 points, not only higher than the average scores of private housing development projects during the same period, but also higher than the average scores of the Housing Bureau project from FY2016 to FY2019.
