The government has launched a Singapore Cultural Pass, providing RMB 100 for Chinese people over the age of 18 to purchase tickets and view and participate in local art and cultural activities. The plan will be expanded later to include the purchase of local literary books.

Culture, Community and Youth Minister Tang Zhenhui announced the news Monday (March 10) when the Congressional Appropriations Committee debated the department's spending budget.

Tang Zhenhui is also the second minister of the Ministry of Justice. He said that today, Singapore has colorful, dynamic and high-quality cultural projects that present our unique and diverse traditional culture and a distinct Singapore identity. Through the Singapore Cultural Pass, Singaporeans can discover and experience Singapore’s rich cultural products and learn more about our local talents and their stories.

He said that the implementation of the Singapore Cultural Pass is intended to cultivate Singaporeans' appreciation of local arts and cultural heritage and a sense of pride in strengthening cultural identity. “We recognize that the main way to participate in local literature and art is through books, and the Cultural Pass will allow the public to purchase Singaporean literature books with points.”

Pass points are valid for three years, from September 1, 2025 to December 31, 2028, and can be used to pay for tickets to participate in various local cultural and artistic activities, including performances, exhibitions, study tours and workshops, and the purchase of local literature books will be launched at a later stage.

Starting from March 10, registered organizations, collectives and self-employed persons in the field of arts and cultural heritage can apply to the Ministry of Culture and Culture Youth to participate in the Singapore Cultural Pass Program. Their programs must be conceived, created, produced and displayed by Singapore citizens or permanent residents. The program should be sold through a partner authorized by the Singapore Cultural Pass.
