The government will allocate more than 400 million yuan to establish a new Enterprise Workforce Transformation Package to provide comprehensive support for work redesign and labor development.

Dr. Chen Shilong, Minister of Human Resources and Second Minister of Trade and Industry, announced this supporting package and included measures when he participated in the Ministry of Human Resources Expenditure Budget Debate on Thursday (March 6).

First, the authorities will integrate the current management plans of the Workforce Development Authority and the Singapore Skills Development Authority through the newly established Skills Future Workforce Development Grant (WDG) to simplify the application process. Enterprises only need to obtain support in work redesign, capacity building and training through a single channel. The Labor Development Bureau will also work with core project partners to recommend appropriate solutions to the company.

Secondly, the work redesign funding under WDG will be increased from the original maximum of 50% and the upper limit of 30,000 yuan to 70%, and the upper limit of the funding amount will also be reviewed and increased. The allowance will assist companies in hiring pre-approved consultants from the authorities to assist in work redesign. Enterprises can also use this allowance to improve the work redesign and change management capabilities of front-line managers and human resources department personnel, and identify appropriate workforce solutions and artificial intelligence tools. Authorities will announce more details later.

Third, the government will redesign SkillsFuture Enterprise Credit in 2026. Chen Shilong said that according to the feedback received by the government, providing subsidies in reimbursement mode can better help companies solve cash flow problems and can also better know which programs are available for subsidies.

“The new plan will provide 10,000 yuan subsidy for qualified enterprises. Companies can directly deduct the fees they should pay by themselves when participating in qualifying labor transformation plans, just like using online wallets.”

Chen Shilong also announced that the government will establish a Tripartite Workgroup on Human Capital Capability Development to improve the level of human resource management, strengthen the professional capabilities of relevant personnel, and allow them to make strategic contributions to the development of enterprises and work teams.
