Since the last national election in 2020, the five-person constituency, White Sand Punggol, with the largest increase in voters, has been divided into two, forming two four-person constituencies, Punggol and White Sand-Changi.

In a report released on Tuesday (March 11), the National Constituency Review Committee recommended that the Punggol HDB flats in the White Sand-Punggol Gallery constituency be divided and combined with the Punggol West District into the new Punggol Gallery constituency. As for other voting areas in the White Sand Punggol Constituency, they will merge with the adjacent East Coast Constituency and Flora Constituency to form the White Sand Changi Constituency.

Zhang Zhixian, the State Counselor and the Minister of National Security Coordination, has served as the leading minister of the Baisha-Punggol Constituency since its establishment in 2001. In the past four national elections, he led the People's Action Party team to win about 64% to 73% of the votes.

After Zhang Zhixian released a report on the National Constituency Review Committee on Tuesday, he posted a video on Facebook to explain to residents that the Baisha-Punggol Group constituency scope has been re-divided as Punggol and Baisha towns have been expanded. He promised that his and his team's determination to serve their voters remained unchanged.

Zhang Zhixian said that he and his team worked hand in hand with residents over the years to create many new development projects in Punggol, and also injected new vitality into Baisha by adding facilities. He welcomed residents of Luoyang and Flora districts to include the new White Sand-Changi constituency.
